菲律宾移民局近日正式推出旅客信息预报系统（APIS），以加强国家边境安全，推动移民管理现代化。这一举措符合总统费迪南德·马科斯提出的数字化转型战略，旨在提升国家安全防护能力。

APIS 是一项国际通行的旅客筛查系统，允许相关部门在旅客抵达前提前评估风险，从而优化移民管理流程。该系统采用联合国反恐办公室（UNOCT）提供的 UN API goTravel 软件，为菲律宾提供更先进的边境管理技术支持。

菲律宾移民局旅客信息预报系统运营中心（APOC）负责人、副发言人梅尔文·马布拉克表示，该系统的引入将极大提升菲律宾的安全防控能力。他强调：“通过提前筛查旅客，我们能够更有效地进行风险评估，同时加快合法旅客的入境流程，提高整体通关效率。”

目前，菲律宾移民局已与多家航空公司合作开展试点项目，其中宿务太平洋航空率先完成了与 APIS 的系统对接，菲律宾航空等其他航空公司也正在逐步接入。试点运行的数据表明，该系统能够有效用于趋势分析和旅客风险预判。

此外，移民局已成功完成与国际刑警组织（Interpol）I-24/7 数据库的系统连接测试，这意味着菲律宾边境管控将能够实时获取国际安全监控名单，以加强对潜在安全威胁的预警和拦截。

移民局局长乔尔·安东尼·维亚多表示：“APIS 的启用是菲律宾移民管理现代化进程中的重要里程碑。它不仅提升了国家安全防护能力，还优化了旅客的入境体验，确保旅行更加便捷高效。”

他补充道，该系统的推行符合菲律宾政府推动数字化治理的整体规划，将进一步强化国家安全，同时提升移民局的运作效率，打造更加智能化的边境管理体系。
